They just couldn't get wax figures to look realistic in those days, so they had to get the actors to hold still. The imitation Frances looks quite bogus. Frances Drake did a pretty good job, but if you want to see some moving wax figures, check out MYSTERY OF THE WAX MUSEUM (1933) starring Fay Wray and Lionel Atwill.

They COULD get wax figures to look realistic in those days (Madame Tussaud has been doing it with a talented crew forever now), but it was most likely far too expensive and time-consuming for most filmmakers. A much easier solution is to use the actor.

When you see the real Yvonne in the room with the statue in the same shot, it's pretty obvious there that the statue looks fake as hell

They did the same thing in The Phantom of the Opera (2004). Mystery of the Wax Museum and its remake House of Wax are on a DVD together. Loved both of them.
