It's an old old U. of Pennsylvania drinking song that begins "Drink a highball at nightfall" - Powell's couple of lines are from the middle. Traditionally sung by wasted undergrads who aren't fit to carry a tune and don't care, making it an xlnt song choice for almost any Powell character I can think of.
