Eight O'clock all's well?

I know hardly nothing about sailors. I've watched bits and peace's of deadliest catch now and then. But ever since I was a kid I always had this line and act stuck in my head, when someone rings a bell on the deck and says that line "eight O'clock all's well" out loud. And that's what the drunk guy in this movie does. What's that all about?
