Terrifying!

This movie started out as a sweet, Capraesque political satire. But then, Lloyd's character Cobb is framed and expects to lose his job as mayor in 24 hours. Well, he doesn't take it very well. He rounds up all the criminals in town and takes them into a dungeon in Chinatown, where they are to either confess to their crimes or be decapitated. It turns out to be a ruse, but the scenes leading up to the big reveal are much scarier than any horror movie of the period. The Mask of Fu Manchu with Boris Karloff has got nothing on this movie!
