Deleted Scene (Minor Spoiler)

When I got this film back for Christmas in 1992 I loved every bit of it.

Later, I got a color version of it and even later saw it on YouTube and other sites but there was a scene they suddenly seemed to cut.

It takes place during the convention. In the original film I have from 1992 the convention intro starts like this.
-They show people walking down the street including Stan and Ollie who are dancing giddily around.
-They then show beer, wine, rum, and all kinds of drinks flowing while the first part of the Sons of the Desert theme plays in the background on cello or violin, but no words are sung.
-They then show someone dancing and a guy singing la-la-la-la-la-la etc for the second part of the Sons of the Desert plays. Then the violin/cello plays wrapping up the third part.

In the later versions I've seen the scene where the beer, rum, wine, etc is cut out. The movie just jumps right from the streets to the lady dancing. But in some cases while jumping there's like a 1 second black screen as it transitions.

I'm just wondering why that is? Was this during prohibition or something? Why would they cut like a 5-8 second scene?
