Never heard of Doctor X but I'm going to check it out now.

Doctor X is more atmospheric but both films share many of the same problems which all add up to poor pacing.

Mystery of the Wax Museum has an overall stronger story, and Glenda Farrell's wisecracking reporter steals the show (unlike Doctor X' s Lee Tracy, who just irritates), BUT I have to give the edge to Doctor X, thanks largely to its plot's more lurid details and the overall spookier atmosphere.

Hard to choose, since both are great and feature Fay Wray and Lionel Atwill and that wonderful primitive Technicolor; however, Mystery also has the wonderful Glenda Farrell, who did a terrific job and stole every single scene she was in, so I guess I'll go for this one. I have to mention that Doctor X has one of my most favorite actors: the underrated Preston Foster, who also did a great job. But the comic relief in it was insufferable, zero appeal, and kind of ruins the movie for me...

I like Doctor X more. The last ten (or so) minutes of that movie is really something to see.
