Why isn't this in the Hal Roach box set?

Does anybody know why this film wasn't included in the 22 disc box set?

Distribution issues - something to do with Hal Roach handing the rights over to MGM when he wanted to break with them - it affects Bonnie Scotland too. Fortunately they are both available separately via TCM.
