TCM is playing this.

One of the reviewers of this movie on IMDB said that this is unavailable on television. If it was so, that is no longer true. Turner Classic Movies is running it right now, Monday May 13, 2013, in a 2:15pm-3:45pm (Eastern Time) time slot. That network usually runs a movie more than once over a few months, so I imagine it will be available, probably from now on, since TCM obviously has acquired the rights to this film. Look for it on the schedule.

I'm enjoying it, by the way. It's gritty and tough and bold and shockingly frank about Washington corruption, and it all is extremely apropos to our government today. The hero is rather unbelievable, too good to be true, really. The movie is still worth watching.
