The propulsion systems of those old time passenger liners weren't as efficient as they might have been.

Sure. The distance between Hong Kong and Honolulu is about 5,600 miles. At the average economical cruising speed of liners of that time being 12 knots (14 mph), the 17 days shown in the film is correct.
