What's with the disclaimer?

I saw this cartoon short which was an extra feature on the TCM Forbidden Hollywood DVD collection, before it played there was a disclaimer saying that the clip was racist then and it's racist now. I didn't see and racism, I just thought it was pretty stupid.

Any insights?

The character that gets his skin blackened by (I think) exhaust then goes into a brief "mammy" routine a la Al Jolson, that's a racist gag but might not even register as such with the average viewer today.
