Are Pieces Missing from This Short?

The IMDb lists the running time of this short as 20 minutes. I'm wondering if anyone out there has a version that actually lasts that long.

I have purchased a DVD-R edition of this short from Amazon.com. The DVD-R has no indication of the manufacturer, but it's the one that also contains Mud and Sand (1922). In this version, The Stolen Jools runs for about 17:38 of story time, followed by end credits which take the total time up to about 19:12. The end credits are in plain white letters on a black background, so I don't know if they are originally part of the film or were added later.

Does anyone have a version of this that is longer than 17:38 without the end credits, or 19:12 with them?

Also, I saw a "restored edition" by a company called "The Film Detective" advertised on Amazon.com. I wondered if anyone had that edition, and what there is about it that makes the film "restored" and whether it is worth the outrageous price sellers are asking for it.
