Why is this longer than english version ?

For whatever reason they flesh out the story more. The fate of poor Lucy was left hanging in the English language one--here they tell you what happened to her, Lots of scenes here run longer explaining the plot and motivations that were just simply left out of the other one. They also had different directors and the one here took more time to tell the story. This one is, in some ways, better than the other. It's just missing Lugosi.

They story is fleshed out more in this version and also the characters

About 10 minutes worth of scenes were cut from the English version according to Arthur Lennig's biography on Lugosi. Most of these were left intact in the Spanish version. The scenes in the Spanish version are way too drawn own which also drags the pacing. The Spanish version also contains outtakes with Lugosi in them.
