Open flame in the News store/tobacco shop

Does anyone know of the name for the device that was in the news store - tobacco shop? This is the tall tubular device that was mounted on the main desk of the store that had the constant flame burning. For example it was the thing that the blackmailer lit his smoke up with after asking for a match and then seeing this thing and saying "Oh how foolish of me".

I cannot seem to find this using a search. I was just surprised as I don't think we would see such a waste of energy in England these days, let alone a fire hazsrd.
