Why hasn't this been released in the US on DVD or Blu-Ray?

This movie has only been released on DVD in the US once, and it's out of print. It has never been released on Blu-Ray in the US at all! Why? Would make sense to do this, considering that this movie is turning 90 soon and not too long after 100! I can't even seem to find a VHS for it anywhere!

Does anyone know why this is? Is there some sort of rights issue I don't know about?
