Chico's home is an apartment on the top floor. There is a still photograph on the Netflix DVD speial features of 7th Heaven showing the unique movie set. An elevator carried the camera vertically to show Chico and Diane climb the stairs to their "Heaven".

Commenters on the special features also said that the cross-section building set was so expensive to construct that it appears extensively in the story, so Fox could get its money's worth.

Anyone interested in impressive 1927 techniques in movie making should see this movie. You'll realize how smart and creative those early 20th century moviemakers were.

While watching, I assumed they'd spliced together several shots, a few stories at a time, like they did in Citizen Kane. They actually make a cut on the fourth floor, but only to adjust the lighting when Chico strikes a match, so yeah, it seems that it was an actual seven story structure, simply for a few shots.
