The time when cinema was "filmed theater" was long gone by 1927.

Exactly. Metropolis is modern cinema, they are still using the techniques and shots that you see in it. Films today are closer in their language to Metropolis than Metropolis is to, Battleship Potemkin for instance or earlier films.
