I was looking at the DVD on Amazon.coml, and it said that it was only 213 minutes long, when the original was more like 296 minutes long. Is anybody aware of plans to release the full film on DVD?

It has been released, but only in Europe and in the Region 2 format: http://www.amazon.co.uk/exec/obidos/tg/stores/detail/-/dvd/B0001XQDVQ/tech-info/ref=ed_tec_dp_2_1/203-3424520-7803912. It's beautifully restored, and 270 minutes long. Well worth getting, but you have to have a region-free dvd player to play it.

Kino website has it at 270 minutes.

It doesn't really matter what anyone says about the length; there are still scenes missing from all the restored releases - I know because I have a "fan-made" video that's got a few extra scenes more than either Transit or Kino's version. Even the American "Fatal Passions of Dr. Mabuse" has some scenes that are longer than the other versions. So, it would probably take someone putting these and the restored release together to see what might be the original length.
