Why is Virginia Fox credited as playing both twins when it is clearly two actresses playing them?

I wondered about this. I just watched the film and paid close attention to the scenes that feature the twins. The charactors interact too closely for one person to be playing both roles.
In the scene with the two full-length mirrors, Buster touches one girl's arm then turns and immediately touches the other girl's arm. Two different actresses in that scene.
Just before the large man with the beard on fire enters, Buster kisses the wrong girl. The other girl comes up from behind and pulls the first girl out of the way. Again, two actresses here.
When the girl who was trapped in the water tank is pulled out of the flooded orchestra pit, the other girl helps pull her out.
Finally, a group of players, including the two girls, are grouped together talking about the mishaps. The two girls are touching shoulders, although one girl has her back turned to us. But when Buster runs up and grabs her (to take her to the Justice of the Peace) she turns so both girls faces are seen.
I guess I could add one more. After Buster realises that he has the wrong girl again, he runs back and grabs the right girl. When they both come running up to the Justice of the Peace again, the second girl swings around Buster, narrowly missing the first girl, who moves slightly to avoid getting hit.
I know nothing about the actors involved in making this film. I can only guess that Virginia Fox is associated with the role because maybe she played all the scenes when only one twin was present. When both girls were in the scene, another actress was certainly involved.
Either way, The Playhouse is one of Buster's finest and funniest moments.
