I was figuring this question would be answered as I watched the movie, but I never found an answer. Anybody know?

I often wondered that! The only thing I can think of is a shortened slang term for 'scapegoat' as that's basically what Buster is in this short...

I like the "scapegoat" analysis, but I was also thinking it could be a reference to to sheriff's character. You know, "that old goat!"
