Von Strohm, 'Tourist'?

He's described as "sometimes serving as a finger to The Mailed Fist." What does that mean? It is followed by a scene of Kaiser Wilhem, and then the Tourist goes into a cafe, whispers to the owner, and gives her some money. Does this mean he's a spy for the Kaiser?
