It's a subversive little film. I chuckled at the fact that the poor robbers get caught while the wealthy shoplifters don't, a mischievous commentary on the oft-heard complaint that the rich only get slaps on the wrist for crimes that land the poor in prison.

U r right, Orontes. Chaplin's sense of humour (almost) always included some kind of social commentary, even if just implied in a subtle way.

Not just that, but the store detective is spending a lot of time watching Chaplin, a tramp, while the wealthier looking people are stealing almost everything. It's similar to the mall guards watching certain "types" of people while others are pretty much able to go around the mall without any notice.
