Where's Al St. John in this movie? I haven't seen him.

I'm thinking he played the ice cream vendor. In that scene, the lighting is too dark behind the counter, but when I turned the brightness on my TV way up it certainly looked like his facial features. Plus, the only two "speaking" roles which aren't currently identified for the film are Mabel's father, which I know was played by Glenn Cavender, and the ice cream vendor.
That's part of your problem, you haven't seen enough movies. All of life's riddles are answered in the movies.
You are on the right track. Al St. John IS in this film. He first appears at about 12 minutes and 30 seconds into it. He is the sideshow game operator running what appears to be a Wheel of Fortune game. This is the location where Mabel introduces her father to Edgar Kennedy and later the Father introduces the Mother to Arbuckle. Al. St. John stays in the background and observes all of this action.
