The guy dressed like Chaplin

I saw this movie the other day and noticed the part with the fight around the fountain there is a guy in the crowd that is dressed like Chaplin, but it's not him. Does anything know about this? I know that this was made around the time Chaplin left Keystone, were they trying to make people think that he was still there or what? I found it to be very strange.
