In the commentary of this short in "The Forgotten Films of Roscoe Arbuckle", the commenters give off a slew of names appearing in this. One was known as "Broken Nose", I think his last name was Murphy. I'll have to watch this again sometime soon.

The man in the sailor suit is Steve "Broken Nose" Murphy. I'm not sure why he is called "Broken Nose", except that he probably had a broken nose at some point.
