you mean this movie? gosh, its probably the easiest to find film made before 1915.
Its available in a wonderful DVD from Kino called "The Movies Begin" (or "Landmarks of Early Film" from Image Entertainemtn), but those are a little difficult to find.
The easiest to find copy of it is on the Warner 2 Disc Edition of "Around the World in 80 Days" (1956)

He/she was probably reffering to free download. Since this movie is no longer in public domain and is very popular, it is strange it is so hard for people to find it online.
