is the director's cut available on blu-ray?

I've been looking for the 10 second director's cut to come out on blu-ray for years. I heard there is a region 2 DVD of it, but because it's PAL, it is only 9.6 seconds long (PAL speedup), which isn't long enough to get the full effect of the more developed long version

I already checked on Amazon and eBay

any help?
