If there's no such thing as a "British accent" then there's no such thing as a "southern accent" either, unless you think Essex and Dorset sound the same. Not to mention the hundred or so different accents bouncing about the Greater London area. I think what is meant by a British accent is any accent that is British including Scottish, welsh, Brummie, Scouse and anything else you can think of under the same umbrella.
Nonetheless, it's true that Jemima grew up in NYC, so despite being a British citizen her true accent is most likely an American one.
