According to politfact, they say Stalin never said it. Like snopes, they put FALSE on stories even if the body of their stories disputes the conclusion. From politfact:

In memoirs written after his retirement, Boris Bazhanov, Stalin’s former personal secretary, claimed that Stalin said: "Я считаю, что совершенно неважно, кто и как будет в партии голосовать; но вот что чрезвычайно важно, это кто и как будет считать голоса." It translates to: "I regard it as completely unimportant who in the party will vote and how, but it is extremely important who will count the votes and how."

So it's up in the air, but regardless of who said it, it still is accurate.

It is inconceivable that the majority of U.S. citizens are stupid enough to elect Biden. My faith in the intelligence of humanity forces me to conclude that something nefarious is going on with the vote counting.

My opinion is that those votes were not cast for Biden, but more so against Trump. They would have come out in record numbers to vote for whoever was on the democratic ticket.

They even said "vote blue no matter who!" It could have been Hitler himself and they would have voted for him instead of Trump due to their TDS!
