The rules that determine Razzie eligibility are the same as it is for the Oscars. Children can get Oscar nominations and win Oscars. Hence the same principles apply for the Razzies.

1) Children have been nominated for Razzies for years. At least she wasn't nominated for acting.
2) So what? Are children incapable of being bad actors? Besides, if they can be nominated for Oscars, they should be able to be nominated for Razzies too.
Being that she was nominated for "worst couple" in Twilight, I also don't take it directly as a criticism of her acting (she was very good in Interstellar, for example), but merely a display of public opinion on the "adult Jacob imprinting on a newborn" thing.
