She is a natural blonde. Many times kids have to dye their hair for a role. Most parents have it in a contract that it is a veg. dye that washes out. They also usualy make it so they can choose who can work on the kids hair.

Yes, Peyton had a temporary dye (it washes out in a short time) in her hair to match Katherine Heigl's hair in the movie. They were originally going with blond, but Katherine wanted her hair to be darker/different than here "sister" in the movie. This was after they had already cast Peyton as the younger Katherine.
