shareMitchel may have gotten the part of Oliver before they were done with Life is Ruff, but Hannah Montana aired after Life is Ruff.
Disney may be doing that because if people like someone in a movie, they think they'll watch the show because he/she's in it.

Well not really, the people who star in the movies audition for pilots. Selena Gomez auditioned for 3 Disney pilots, Disney liked her so much they were prepared to add her to whatever show they chose.
Life is Ruff was filmed in late 2004/early 2005 it premiered July 2005
Hannah Montana's pilot filmed in earlt 2005, the second episode wasn't filmed until many months after the pilot. Every show has a pilot no matter what.
Sometimes they air sometimes not.
