Chris Evans?
Watching him in The Flash I get the feeling he and Cap Evans would play brothers quite well. Hell, would be freaky to have them act alongside in whatever Marvel/Arrowverse crossover situation you could come up with.

Seriously, not just the look but the voice is scary similar.

As far as I know they aren't but I think "The Flash" casted him to play Jay because of the resemblance. In the comics Jay Garrick originally became The Flash in the 40s and his character at times is similar to Captain America, so I think the writers casted Jay to be similar to Steve.
