Is that him on the cover?

When I borrowed this from the library, I noticed the similarities of that guy to the right with George and Tessa's neighbor on Suburgatory. I think I've only watched a total of three episodes of Dollhouse so far so I haven't seen him in it yet and the only reason I know he's in there is that it's listed on this site.
