My understanding is the mute button is to be used when the debater's allotted time runs out and the debater continues to talk. I don't think the mute button is to be used just because one debater talks over the other. Trump is notorious for doing that so I hope they do mute him if he does that. Biden is more of a gentleman when he debates and doesn't stand on a bully pulpit like Trump does.

As an aside......I would much prefer to have two OTHER candidates on each side of the fence. Neither one of these two that we have to choose from is a viable candidate, IMHO.
