What can he do for revenge while he is still president?

In my country some presidents or mayors who weren't reelected did all sorts of things during their last days of holding office, to make the life hard for the next guy, including petty things like changing the locks, taking the furniture away, cutting down the electricity and water, etc. and also some more serious things like a mass amnesty for convicts who was then followed by an increase in crime rates, just when the other person took the power.
