I don't believe he was serious. He loves tricking his foes into exposing their hypocrisy and stupidity, and this was one of his better gambles. Not only does it show that Democraps don't actually care about illegal immigrants besides using them as pawns in their election schemes; it also exposes how they didn't care about the safety of actual American citizens within the sanctuary cities, so long as their own rich, protected districts weren't flooded with the riffraff.
