His character in MIB3 reminded me of Mork from Mork and Mindy so you may be on to something.

Lots of people are saying he looks like Robin Williams, but to me I kept thinking how much he looked and sounded like a young Tim Kazurinsky from SNL and Police Academy. Stuhlbarg was great in this. It's the first thing I've seen him in.
