I'm going with Der Fuehrer for the win. Stalin had more, but uniqueness trumps quantity.
At first I wanted agree.
But in his time FΓΌhrer's mustache wasn't that unusual.

Regarding Hitler's stache, I haven't seen any period photos of anyone else wearing the mustache like that.
