Why didn't they obtain his services as Maul for the Rebels series?

I've only watched the odd episode here and there, but with some theories abound that Maul might be back in the new films in some way, I hope they rope him in... forcibly if needs be. Despite having only a few lines, he's as much Maul with Ray Park as Earl Jones and Prowse were Vader.
