Intelligent Fish: There are more oceans than land on this planet

on this planet there is far more water and ocean than surface.
It would be awesome if there could be some movie about fish-civilizations with human like intelligence

If neuroscience could create intelligent fish, we could have mega underwater civilizations
Humans would seem unimportant compared to the civilizations below the water.
Populations could be X-Times bigger and more important. Their achievements could be enormous.
