Well, I'd say:
1. Genocide
2. Crimes against humanity
3. Totalitarian dictator

I got those from Wiki because I figured all he did to Cambodia and its people were really just one big crime.

The biggest crime though, it that he was never really brought to justice.

Unfortinately house arrest was the worst he got.
