Is the character of Jesse supposed to be Hood/Ghetto

Is jesse pinkman intended to be a white wannabe thug/punk(like an eminem)? Judging from his language, the way he talks, wearing baggy urban style clothes and his freinds badger and the other guy seem to be kinda urban as well for white guys that are from suburban New MExico.

Being a meth dealer doesn't count as being a thug?

I think he chooses to identify himself with that urban image as a break with his upper middle class upbringing. Obviously his parents wouldn't have raised him talking like that...but he's an adult now and clearly prefers to adopt the "eminem" persona.

To the guy who thinks all Americans talk like this...no.

^^ This.
I think we're all aware of a certain group of upper middle class white kids that like to mimic the "hood/thug" mentality. Particularly one involved in the drug culture.

As his character was unfolding on the show, that's exactly what I thought. He's sort of an Eminem type. I went to school with plenty of guys like Jesse. In fact, his character is so believable, I feel as though I know him. For completely unrelated reasons, i think the Jesse character is the most likable and relatable character on "Breaking Bad".

To me, Jesse isn't a "wigger" and definitely not a "hick" - that's just an absurd observation, in all due respect.
When the show first aired, because they did not intend for Jesse to live past season one, they did originally write him as a "wannabe" or "wigger".. but since they decided he was too valuable to the show and continued on with Jesse, the writes developed him into a pretty complex character. He's likeable, yet a murdering and dangerous Criminal who dresses and talks like many kids his age.. remember, in the show, he's only 25 years old. 24 when he got in the Meth Business. Had no education. No drive or motivation, other than to party and get high. I think the perfect label for him is a "slacker" who was forced to grow up once Mr. White came along.

Sorry to hear that you thought it was "typical white american hick." You missed out on part of the story by not understanding the character.
