Lana Parrilla

She may be the ultimate batch in both her roles in Once Upon A Time but when she is in the Evil Queen role she is without a doubt one of the most beautiful women I have ever seen. Don't get me wrong she is also fine as the mayor but the makeup and costumes really make her stand out as the Evil Queen. In fact the fairy tale characters bring out the best in all the actresses in my opinion.
