Hitler, Mussolini, Tojo
These names of history are off limits for a big budget Hollywood film. The backlash from the powerful Jewish lobby and the capitalist American system (major Wall Street companies) would be a difficult barrier to overcome.
A small budget one is possible, but a difficult task to find quality people who would be willing to work on it.
I don't know why, the rise and fall of these monsters would be fascinating, given a big budget, great direction and casting.

Hollywood did do one on Idi Amin (Last King of Scotland)
I can't imagine this taboo will stay on forever, but the Jewish community in Hollywood would NEVER ok a big budget film on Hitler. Tojo maybe, Mussolini probably not because he was a hero to Hitler.
