If this actually happened, she just allowed the perv to continue the behavior. So, her duty would be to name the individual so others don't have to deal with the same issue.
First of all, she's not responsible for some creep's behavior and said creep had probably been doing s*** like that for years. More than likely, she didn't name this person because this person could probably have harmed her career, since this was years ago and she was an unknown then, and on top of that, she obviously didn't want to give him any more publicity.
