How was he able to live on his own at 15?

I know he has said this before and I read things about his early days in L.A., but I'm surprised an apartment manager would allow a 15 year old child live in a unit by themselves even if his parents name was on the lease. I've never heard of anything like that happening, but maybe in L.A. and New York a lot of child actors live on their own that way.
