What happened to his Nightstalker film?

At one point, I believe it was sometime back in 2011, he was talking about playing Richard Ramirez the Nightstalker. So whatever happened to that idea? Was there any reason why he turned that role down? I mean, I guess I could understand why. Because taking on a role like would practically ruin his entire career. But at the same time, it would've been a risky and bold move, that possibly could've turned out to be a success. And honestly, he kinda looks like the guy. But then again, I think Ezra Miller looks more like the Nightstalker than anyone else.
