Wonder when this was taken

given the background of the picture you posted i did a bit of research and it appears that is from the Open Water (2003) premiere.

because after a quick search, while i did not see that exact picture, the pictures i did see she had that exact same shirt on and same hair style etc etc so it's pretty safe for me to say that picture you posted is from 2003-2004 area.

p.s. the oldest picture i found online was when she was apparently 17 years old. i think i replied to someone else topic in here a while ago with the picture but i can't seem to find it at the moment.
