The best Lex Luther was Michael Rosenbaum on Smallville.

Michael is best classic Lex Luther for sure.

I like Hackman's interpretation second best because it was so over the top. John Shea on Lois and Clark did an interesting turn, also.

Very bad. Pretty much just played himself (socially awkward, fast talking, and constantly insulting people). Although he tried to do something different with the role, it was just so misguided and wrong that is comes off as a complete failure.
