He has the perfect figure for negan, looks like he could pull off the voice, and most importantly he is a good actor!
Other options would be Patrick Warburton, Chris Meloni, anyone else?

I agree that Kevin would have been perfect, but perhaps his long history of playing brutal bad guys worked against him. However, waaay back when rumours of Kevin being courted for the role of Negan were circulating, there was also the rumour that he turned it down. Perhaps he didn't want to play yet another bad guy, especially since he's enjoying playing a good guy on The Strain. This doesn't seem likely though because he's a big fan of TWD--I can't imagine he would say "no" to such a huge role, on such a huge show....
